862877 - Moderator-like app on the event page for collecting and voting up questions

Whilst an event is live, it would be useful to be able to ask questions to the presenter in some fashion. And for people to vote up questions that they also want answered.

This would most likely NOT be an Air Mozilla app. Instead it would be a stand-alone app that we embed into Air Mozilla with an iframe tag or something. 

Also, this app should have an accompanying IRC bot so that people can ask questions like this in #airmozilla::
