863476 - Ask for default pad access when creating a new team site

New team pads currently default to Private pad access, so only team account-holders can access the pad. Often, this is frustrating for teams and projects since the majority of pads should be public or at least available to all Mozillians. Instead, let's default to having our team pads viewable to all Core Mozillians.

I suggest we ask the team site creator to decide how what level of pad access should be used by default for team pads. 

The default Pad Access choices would be:
* Core Mozillians (volunteers and staff)
* Mozilla Staff
* Private (Team account-holders only)
* Public

By default, this prompt should pre-select Core Mozillians as the default pad access. This will probably be the most common choice for team sites, and it encourages pads to be open to all Mozillians instead of being marked private by default.
