temporarily disable auto nightly pushes to mkt, webpay, and solitude staging servers just for this week while we test payments

Note that we have people doing in-country testing on stage. However, I am okay with enabling daily pushes to stage. We can revert if things break.

Can we make them more reliable?  I routinely bug Jason on IRC when this breaks over weekends.
Re-enabled nightly pushes on stage.

I added a test in the stage update script to make sure the application is healthy after push, and re pushes again if it is not. It will also notify us on failure.
