 The Call baring message will not be translated.
 
  REPRODUCING PROCEDURES:
 
 1.Enter the string in the dial-up interface (for example: "*#33#" "*03*330*1234*9876*9876#")
 2.tap the dial icon
 3.it will show Call Baring message
 4.it will not be translaged in Poland language.
 
  EXPECTED BEHAVIOUR:
 It should translate Poland message,not English.

No idea what this does, nor where the text is coming from.

It comes from under layer. Vendor actually. I think  Dialer app should make a deal with low level show message with different locale.
BTW, all the cases are coming from hard coded string.
