I threw https://developer.mozilla.org/en-US/docs/URI in 5 minutes, because I needed a home page for https://developer.mozilla.org/en-US/docs/www_vs_non-www_URLs ... (which I forgot to put under /URI -_-#)
It would be worth making this page a portal like HTMP, CSS, JavaScript

I've had a look into this, and it looks like the URI page has been put under the Glossary:

https://developer.mozilla.org/en-US/docs/Glossary/URI

And other related pages have been put under HTTP for now:

https://developer.mozilla.org/en-US/docs/Glossary/URI
https://developer.mozilla.org/en-US/docs/Web/HTTP/data_URIs

Creating a dedicated URI portal isn't something any of us have time to do at the moment, which is a shame, as it is a good idea. I've given the pages involved some edits, so they read nicely. Perhaps we can consider this again in the future.
