No warning on importing duplicate CRLs

1.) At the above in-house URL, click on "Import the latest CRL", then on the
submit button.
2.) Wait a few seconds, then click submit again.
What happens: Nothing.
What is expected: A warning with an OK button, like with Nav 4.7. "The
certificate revocation list you are trying to load is not later than the current
one."
To be clear: The action does indeed work correctly, which means the CRL is in
fact loaded into the client.  

I think what we need is a dialog that says "The CRL was imported successfully.".

Do we need the other "duplicate CRL" warning?

And yes, this dialog's behavior is unexpected.

What it /could/ say is that the CRL was *updated*. That'd be OK.

Note that the Organization and Unit fields should be selectable. But given the thoroughness of bugs filed on this stuff, it's possible that's actually filed...
