Attached image footer CTAs carousel
* CTAs need the left and right arrows implemented as part of a carousel. 
* Carousel arrows should be stuck to left and right hand sides of the browser window.

I was just told by Beltzner that because we only have 4 CTA, this isn't happening? Can I get a confirm/deny on this? It's the last thing I have to do for the footer fixes so I'd like to know if I can move on & open a PR for this stuff.

I don't actually know if there is a list of CTAs for the footer carousel. If there are only four, doesn't make sense to have scroll arrows. If there are more than four, kinda does, though I doubt anyone will click 'em.

Cassie: do you ever think we ought to have more than 4 CTAs?

Dale: what you can do, if you want, is implement the carousel, with each CTA being described as a JSON object or other data structure that can be edited. Make up a 5th for now, or repeat them. Then have the code say "if there are more than 4 items in this structure, show the arrows; otherwise, do not." Sensible?
