It would be nifty to have a point "add separator" in the context menu that pops
up on right-clicking the personal toolbar.

Reproducible: Always
Steps to Reproduce:
1. Right-click personal toolbar
2. Weep as you notice you can't find a quick way to add a separator


Actual Results:  I wept, as there's no way to add a separator ;)

Expected Results:  Shoulda given me the option to add a separator after the last
element in the personal toolbar
I believe this belongs in User Interface Design. Leaving UNCONFIRMED because I
think this might be covered by another bug.
