As an operator I want to be able to easily configure the cell broadcast channel and languages I want to support for my users on a per country basis. 

Each operator, in the one country, may have different requirements on channels and languages to support.

I need an explanation why this should be blocked by 848372. Until such description is given, I will remove the dependency here since we might be able to get away without that. Please explain _IN DETAIL_ why such a dependency is needed. We are under extreme time crunch to deliver this. We need the simplest possible fix that passes IOT, not the best possible fix.

Our operator_variant and apn database generation is a total mess and apn.json is out of sync with the source database. I will redo that in a separate patch. For now, this patch adds the channels we need for DT poland. If any other countries are required, please post them here. This does not configure languages yet.

Andreas: Rob's work on this UX is in progress. UX was in meetings to provide additional feedback late last week. Today, Rob is circulating drafts as quickly as he completes them to Dylan and Dale, so as not to hold them up on the implementation side. I'll get them posted here as well once they've got some annotations attached.

Looks like the language selection dialog is optional. We should default to the language stored on the SIM.

Kev will confirm but looks like we don't need a dialog to disable CB for IOT. We can add that post 1.1. So an always enabled CB is fine.

Blocked by bug 874844 because at least EF_LI should be applied for CB language selection.  Unblocked by bug 865970 because the UX spec says we don't have per app setting for v1.1.

The way we configure the list of CB channels is by adding the list to the operator_variant.xml database. Them the APN database script builds that database and adds the list to the corresponding carrier settings in the apn.json database. We don't edit/change the apn.json database directly. IMHO we should file a follow-up bug to change it.

Bug 871935 is filled for that.
