It works on beta 22, it worked when aurora was 22, but it doesn't work on aurora 23. I'll try to find a regression range on the nightly channel.
Could you be more specific? The pref no longer automatically makes plugins CtP: it merely controls whether the setting now appears on the addons manager.

plugins.click_to_play = true should have been honored during upgrade, to set all plugins in the add-on manager to "ask" and not "always active".

It is not good to require a bugzilla search to find an explanation for such a sudden change of behaviour, I thought a virus or something like that changed my browser settings.

IMHO no resolved, not invalid, rather ignored "WONTFIX"...
