This report is filed off-of a release-drivers thread where we had feedback from SUMO saying they saw a jump of ~60% related to scrolling in Fx21.0

Adding QA here to try an help out with some testing using the following as pointers 
a) Get Fx21.0 on win7
b) Will be good to have the latest(May 14) MS patch Tuesday update applied
c) Urls: Ebay, news sites, input.mozilla.org,gmail, facebook
d) use a 3 button mouse may be with a scrollwheel and try a few scrolling scenario's
OS: Mac OS X → Windows 7
I'm going to be out on PTO for the next few days. Juan, can you please coordinate some testing around this? Perhaps Softvision could assist. We also have a testday this Friday so it might be good to get some community help around this.

I played with the scrolling on several sites (Facebook, email providers, news sites, online shopping, Youtube, etc) and had no such problems. I tried both before and after applying latest MS updates.
We have recently heard from Tyler that users who have installed Smoothwheel Add-on may be seeing this issue.I have requested some QA testing to install the add-on https://addons.mozilla.org/en-us/firefox/addon/smoothwheel/ and see if that was the issue.
When SmoothWheel is installed in Fx21, mouse scrolling doesn't work. Their latest version in AMO does not work either.

Fx20.0.1 works fine with SmoothWheel.
I'm the author of SmoothWheel.

Indeed, it's got somewhat broken with FX21 (on some pages it fails to scroll while the mouse cursor is over some elements the content).

I've released a fix (0.45.8.20130519.3) on smoothwheel.mozdev.org and on AMO 4 days ago.

- Users which downloaded one of the previous versions from mozdev should have it automatically updated already (I maintain an update.rdf on mozdev).

- On AMO the update is still waiting for approval since May 19th. I've also added link at the description to the new pending version when I uploaded it, and I'll remove the link once it's approved.
The new version is approved now. Please retest.
The latest version on AMO allows me to scroll using Firefox 21 on WinXP. I cannot install the older version on Win7, but the version of the add-on also works there.

Are you reporting a problem? what version of SmoothWheel were you referring to, and where exactly is it broken?
I'm not reporting a problem. I'm stating that the latest version of ScrollWheel works in the two OS versions I tried.

I tried to install an older version of the add-on on Windows 7 to observe the problem there, but I wasn't able to because my browser displayed an error saying it wasn't compatible with Firefox 21.

I was able to work around this by using the Nightly Tester Tools add-on to disable compatibility checking. I can confirm that the older version of SmoothScroll causes intermittent scrolling issues in Firefox 21 while this new version does not.
Indeed, SW 0.45.8 works much better with FF21 than SW 0.45.6 does. Apparently there's still a small issue where over some text boxes it'll scroll the whole page instead of the text box, and I'll release a fix for that soon.
