Details

(Whiteboard: [wontfix?])

User Agent: Mozilla/5.0 (X11; Linux i686; rv:23.0) Gecko/20130517 Firefox/23.0 Iceweasel/23.0a2 (Nightly/Aurora)
Build ID: 20130517004016

Steps to reproduce:

Browsed http://soyeliana.com/ which emitted background music,
so I desperately went to Add-ons Manager -> plugins to disable shockwave flash, and chose "Never activate".

Actual results:

The music didn't stop.
Sure it won't start next time, but that isn't fast enough.

Expected results:

In the past with the Red Light Green Light switches, it would have stopped right away, instead of needing one to kill the tab to stop it.

Summary: "never activate" doesn't stop flashplayer → Selecting "Never Activate" for a plug-in should immediately deactivate that plug-in on all pages

Indeed, you need to refresh the page for the plugin content to disappear. Confirmed on Mozilla/5.0 (X11; Linux i686; rv:23.0) Gecko/20100101 Firefox/23.0.

Marking this as an enhancement request since the current behavior seems to be by design.
