We want to allow Webmaker users to be able to publish hacked pages to their user-domain, just like Thimble and Popcorn Maker will be able to do. Currently we do allow pages to get published, but we do it in an anonymous way, such that our users aren't exposed to the repercussions directly. As we put these pages under their subdomain (bug 875984), we should make sure we're not exposing them to risk, don't need to update our ToS, etc.

All our tools are currently in line with DMCA guidelines.
