Details
Let's enable payments in production for accounts on a whitelist. This means being able to make paid apps as well as being able to buy paid apps. This can be a bit hacky since it's temporary. Krupa - please give Andy a list of accounts you'd like to have on the whitelist.

This is for the developer flow to add paid apps.

The allow-b2g-paid-submission is now a flag, not a switch. Flags can be enabled per groups or users. So we can figure out who to allow submission for. https://github.com/mozilla/zamboni/commit/cd1d87 Note: that the flag in zamboni is for the flow of adding a paid app. That is seperate from webpay which does not use waffle. If you want a person to do both, they will need to be added at both ends. Resolving until we find something else that needs whitelisting.

I was able to submit paid apps when added to the flag as an exception.
