Details

Browser, Mail/News and perhaps others need to be able to triage bugs 
at milestones past 0.9.3. Given the state of the "What is Mozilla 1.0?" 
discussion, I am pretty certain we are going to need them. Our standards 
compliance story isn't as good as it should be.

Some bug owners are futuring pre-1.0 stuff because they want to triage their 
0.9.3 buglist. This is bad.
