Bookmarks.html file opens with notepad

In the dialog "Customizing the Browser - Part Three", if you click
on the View File button for bookmarks.html, it opens it in a browser window.

Is this what we want?
Or is it better to open it readonly in notepad, since that is the
recommended way to modify it.  From the browser window, a user could
use the file menu to open it in Composer.
