1. Settings > Applications (i.e. Configurações > Aplicativos)
2. Some of the tags for the apps are not localized: 
   2.1. HERE Maps
   2.2. Marketplace
What do you mean by tags? Can I get a screenshot?

Note that these two apps intentionally do not have translated app names - they are by design intended to have the same name in every locale (probably due to some branding need).

I need the questions asked in comment 1 addressed. I don't understand the problem here.

I think when David said tags, he means labels, strings.

The names David is asking to translate are not translated at all in other languages. We do not localize Marketplace nor Here Maps nor Facebook... I think this issue shoudl be closed as Invalid because those names are not localized. 
David, please confirm if that was what you mean.
