Details

Until payments are ready, lets make it so the only people who can see a paid app through search and listing are those who can submit them.

That is anyone with the 'allow-b2g-paid-submission' switch.

We'd like to have this for the Wednesday push if possible.

Deep linking is fine, people will get to Buy button, but it will fail due to the webpay whitelisting.
