 4.Stay in "Reading from SIM card..."

I don't see any contacts api errors. Looks like a RIL related bug.

E/ICCIO_QC_B2G(  146): FileId does not match request, 6fb0 - 6f3a

This is a special SIM CARD, it can restore 1000 contacts, and in 6f3a, there is a map to switch to 6fb0~6fb3.
