885230 - [l10nstats] slight mods to locale history to make it easier to read

I think there are three small things we can do to make pages like https://l10n.mozilla.org/dashboard/history?tree=gaia&locale=ro easier to read:

The circles are links, add that to the legend.

The ending circle is the same as the last, the data is really just there to plot. But we don't need to set a marker there, so people can't mistake that for action. An easy slice() away.

Add a title to the links so that you see the missing string count on hover.

I'm making this a P2 for no other reason than that I want to point a few external folks to those pages.

Kicked my secret code in the groin and made an English sentence out of the legend.

Also dropped the last entry in the dataset for the markers, and gave them a title.
