Details

Reportedly nsIBadCertListener used to fire for all cert warnings, but bsmith tells us that it was deliberately disabled if the warning was not considered "overrideable", such as for a revoked cert or a cert warning on an HSTS site.

nsIBadCertListener2 removed the ability for listeners to override cert warnings, so there's no longer a reason for it to not be firing in all cases.
