Steps to reproduce:

I use several programs like Solute, FileHippo Update Checker, etc. that make some checks at Windows Startup. 


Actual results:

Those apps open results pages on the default browser, the issue is that they do it at different times so two Firefox Windows are prompted, one with all correct and one without bookmarks toolbar.


Expected results:

No matter how many windows appear (even if I think it should be prompted only one because pending pages should be attached to the current loading window), all should have bookmarks toolbar.
