888661 - Add carrier/region change logs to debug page

The debug screen should show a log that shows changes to carrier/region and the cause of those changes. This should be persistent (i.e.: the log represents all changes since the user's first visit).

[6/29@13:01:05] Carrier set to <DT> by SIM
[6/29@13:01:05] Region set to <US> by SIM
[6/29@13:10:05] Region set to <US> manually
[6/29@13:45:05] Carrier set to <TEF> by SIM

- This log should be sent to Ashes, and Ashes should be updated with support for displaying these logs.
- Log should be shown in debug screen

This feature is going to be massively important for sifting through the dozens of carrier/region/operator shelf bugs that we get and will greatly simplify debugging.

STR:
1. Change your SIM/region a bunch of times
2. Open the debug page and scroll all the way to the bottom
3. Check that there's accurate logs of those changes
4. Reboot your phone or close the window
5. Check that the logs still exist on the debug page
