how to verify?
1) run "mozilla-win32-installer.exe -u" from an empty directory (say c:\testme)
2) go to a different directory (say c:\) and run c:\testme\setup.exe

The build without this fix will throw an error dialog.  The build with the fix 
will work as normal.
