got a patch - avoid creating a meta tag in a plain text document

Steps to reproduce:
1. Launch browser and open a text (.txt) file.
2. File | Edit Page to open the page in Composer.
3. File | Save As Charset

Result:
Notice there is no any item under "Charset Set" section.
