894022 - Synchronise env .dist/env.sample files so that the suite of apps just work

right now doing a "cp env.dist .env" or "cp env.sample .env" on all our app directories does not lead to a working suite of apps, with several predefined variables pointing to different locations (some localhost, some mofostaging, etc).

These value need to be synchronized so that a new dev or potential contributor can simply check out our code, run npm installs, copy the env files, and run the system without then spending an inordinate amount of time getting just the right combination of environment variables across seven apps.

I'll be filing separate tickets for each app to ensure the env.dist/env.sample files all reference the same audience, login server, makeapi, etc.
