Description:
The fields "Reset report" and "Starting on" are not translated in the Usage app's Settings screen when set to Serbian.

Repro Steps:
1. Update Leo to Build ID 20130715070218.
2. Set language to Serbian (српски).
3. Open the cost control/usage app.
4. Open the options menu with the cog button in the top right.
5. Observe that in the lower part of the Settings menu "Reset report" and "Starting on" are displayed in English.

Actual:
"Reset report" and "Starting on" are displayed in English in the Usage app's Settings menu.

Expected:
The Usage app's Settings menu is fully translated in to Serbian.

Verified the bug is fixed on Leo COM RIL 1.1
The "Starting on" and "Reset" messages are localized
