Steps to reproduce:

- Unchecked "Addons" and "Settings" for Sync on two out of five devices (Linux and Win); the unchecked devices have additional Addons installed, others have been deactivated
- Synced several times


Actual results:

the additional Addons on the unchecked machines showed up on the other machines, but there some Addons became deactivated. Also, "Addons" and "Settings" shows up checked on the two machines that should not participate in Addon and setting syncing.

Deactivating the not needed Addons on the "checked" devices resultet in those Addons becoming deactivated on the "unchecked" devices, even after re-unchecking "Addons" and "Settings"


Expected results:

The two "special" machine sshould not have participated in syncing Addons and Settings, only Bookmarks.

The other Devices should have synced Settings and Addons
One of the "special" machines had been Windows 7 64bit, the other Linux 64bit. Issue already occured on Firefox 21

Could you try to repro the issue with clean profiles (see https://support.mozilla.org/en-US/kb/profile-manager-create-and-remove-firefox-profiles) and just 1 or 2 add-ons, please?

Verified with newly created test accounts on three machines and a new sync account. Steps:
- joined all three firefoxes to the sync account and installed two Addons
- synced all three -> same Addons
- unchecked "Addons" and "Settings" on one, installed additional Addon
- synced all three -> all three firefoxes show "Addons" and "Settings" unchecked now
- syncing again forces the additional Addon from one FF to be installed on the other two also.

May it be, that the Sync settings are bound to the account instead of the device?
