895059 - Data connection toggle persists on even when cell data is not connected after a reasonable time

The cell data ("Data connection") toggle in the Settings menu (or in the quick lines in the status bar slideout) stays enabled even though cell data is never connected.

STR:
1. Obtain by whichever means a SIM that requires APN settings for cell data to work
2. Start the device, connect to cell data, verify it is working
3. From the settings app "Cellular & Data" section, switch off cell data using the "Data connection" toggle
4. Open Data settings panel
5. Delete the contents of all of the APN fields
6. Hit 'OK' to return to "Cellular & Data"
7. Tap the "Data connection" toggle to enable cell data.
8. Cell data connection will never be enabled

I believe this is a poor UX more than anything and that data connection toggle should disable itself if the cell data cannot be initiated after a reasonable amount of time.

It is a different scenario to WiFi which may re-initiate itself automatically when the network signal is restored. 

In this case cell data will never be recovered until the user restarts the device and APN is picked up properly.

- Should the user receive a prompt that the cell data connection has failed and when accepted, the toggle switch itself back to the off position?

- Can the toggle behave as merely a 'request' for cell data and be ignorant as to whether the connection is successful? failures to connect can be either by invalid configuration or lack of signal.
