Details

As an App Developer, I would like to select the country and operator that my app may be distributed to users of.  If I select a operator within a region, then my app should be distributed to that Operator.  All operator should be able to be easily selected or I should be able to only select certain operators.  Thus I can make an app exclusive to a certain operator by selecting the country and operator within the country.

This sounds similar to payment selection, but I think the UI needs to be thought out in how to do this.
