We need a tag cloud to help initiate searches by tag.

I need more clarification on this one: is this to encourage users to click on tags as a way to search? or is this extra functionality to the basic text search feature?

The tag navigation is basically to go to a URL like https://air.mozilla.org/?tag=FirefoxOS

But how do you get that link?
One way is to go to an event page (e.g. https://air.mozilla.org/contacts-api/) and from there (near the bottom) there's links to the tags. 

A better way, what Richard had in mind, is a dedicated page that "lists" all tags that are used and available. I put list in quotation marks because the list we have in mind could be one of those tag clouds where the most frequently used tags are written in bigger font.

Mind you all, soon that top navbar is going to get very crowded :)

Perhaps rethink its design or some other place to place it. Or some sort of mouse-hover dropdown (that works on mobile touch devices too).

Here's what it can look like if you make a cloud on all tags that appear more than once. 

There is no sorting. There is no link to this page. There is no automated testing. Yet.
