need to link out to the Web Literacy Standard from /teach

@Doug, what's the URL we should use until we have the page built (e.g. MVP)
Laura/Doug, where do you want this to link from? 

Options on the current design (MVP) are: 
- Stamp text or image
- a link in the intro text
- and/or a CTA. 

Bearing in mind, we will need to also link to the /teaching-templates overview page, once that is completed. That'll be tracked in bug 897651.

Tagging this "frontend" as well to let our devs know this will need to happen. Is there a deadline we are trying to hit for this?
