Once the work in 890675 is finalized, Goggles should adopt UX there.  We should not block releasing thimbles based on this

Given how much divergence we have between webmaker.org, thimble, popcorn, and goggles, this problem needs to be solved by creating a userbar module, and using that in all our components. Trying to adopt the already somewhat hack-styled HTML and CSS in googles to look like the new webmaker.org style is a virtually impossible task.

Alright, tried for several hours to pull the userbar apart from our apps to make it a thing on it's own, but it's so heavily entangled that we need to strategically tackle this, or start with a new bower component that has a blank template and then we port our functionality in there, separate from the sites its running on. As it stands, doing any userbar work is a lost battle.
