898677 - Email app authors about Seahorse

We've added in Seahorse payments and we need to let anyone who has an app, that is:
* public
* is paid or in-app

And let them know about Seahorse awesomeness. David is writing the script in bug 896034. However this is to make sure the email gets sent.

The email contents is in:

https://etherpad.mozilla.org/payments-region-emails

In this case, until the other, worldwide stuff is all off, every app developer will need to explicitly add it, so adjust the email accordingly.

David I'm assigning this to you so you can provide :clouserw the details for sending the email in the push later. Usually there's an etherpad created for the push.

We've got the command ready to go, I don't think we need to do anything else here, just test and run it.
