For nice behaviour with the proposed dynamic toolbar for b2g, we need fixed position to layout (and asynchronously stay aligned to) the visible rectangle of the viewport. I leave the details of how to determine this rect for later...

For reference, on fennec to do the similar thing, we use content document fixed position margins and fixed layer margins in the compositor to provide async pan/zoom niceness (see bug 716403).
We're not doing the dynamic toolbar anymore so I doubt anybody will work on this. Might as well close it out. We can reopen it if it becomes relevant again, or just file a new bug.
