We currently log a warning and bail out early when OMTC doesn't use D2D rendering. On Windows 8.1 D2D is currently always being disabled (being fixed in a different bug). But we shouldn't log this warning and instead still render when OMTC is enabled.

Was running into this on win8.1 since d2d is not in use there because of an unrelated problem.
