90588 - horiz scroll.. pages not wide enough

When a page has a long line, mozilla just ends up cropping off the end of the line.
If for a reason to do with the XP toolkit, pages can't be wider than x, the rest
of the line should be displayed on the next line.

Worksforme with 071304 mozilla win32 build on win2K and win98, 071308 mozilla
linux build on RedHat 6.2 and 071308 mozilla mac build on OS 8.5 and 9.1 

I can see a horizontal scrollbar and scroll to the end of the test.
