Details

We have a few prefs floating around for defining minimum scroll:

gfx.azpc.touch_start_tolerance
Java.PanZoomController.PAN_THRESHOLD

We should unify them (or maybe even read Java's if the pref == -1?)

There's also similar prefs for touch target fluffing and selection fluffing:
browser.ui.touch.left/right/top/bottom
ui.touch.radius.topmm // these two will be unified in bug 788073 if I can ever get tests happy
browser.ui.selection.distance
