In support of R4, R5, releases we need to add the following flags to all 3 environs:

video-submit
voting
voting-end
winners-announce
Once R4 code gets pushed we should remove the no longer used R3 tag.

I'm guessing the expected values for r3 are:

video-submit = off
voting = on
voting-end = off
winners-announce = off

And r4:

video-submit = off
voting = off
voting-end = on
winners-announce = off

And r5:

video=submit = off
voting = off
voting-end = on
winners-announce = off

Is that correct?
