I'm running Thunderbird 25.0a2 (build id 20130826004004, Earlybird) in safe mode under Windows 7 x64. Its using the same profile as Thunderbird 17.0.8.

The 3 lines of "normal" headers at the top of a message has no '-' control in the upper left corner to collapse the headers. I've checked using the message pane, tabs and a window.

If I exit Earlybird, use the release version of Thunderbird to collapse the headers of a message to one line (so that you see a [+] control), exit and restart Earlybird the message is still shown with expanded headers (and no control to collapse the headers). 

I installed CompactHeader Version 2.0.8beta2. That solved the problem. I then restarted in safe mode - the problem re-occurred.
This is a function of CompactHeader and it is normal this control is missing when this Add-on is disabled.

Without CompactHeader you can only switch between 'Normal' and 'Full' headers through the menu and no collapsed view is available. This is also why Compact Headers is in the Featured Add-ons as one of the first available.

I am confused as to whats going on as I used the release version to compact it from three to one lines using a [-] control,  didn't use a view -> headers menu or have the CompactHeader add-on installed yet. I have been having problems where both versions process frequently wouldn't die when exiting but I don't see how accidentally running the wrong version because a process didn't die would have caused that.

By "Full headers through the menu" do you mean view -> headers -> all? I didn't use that.

In comment 0 you wrote you started Earlybird in safe mode -> Add-ons disabled. Then it's clear CompactHeader could not show the control.

Also starting Earlybird in normal mode (-> Add-ons enabled) didn't show the control with older CompactHeader because this failed with a incompatibility. The newest CompactHeader is again compatible and you saw the control also with Earlybird.
