909444 - Page action icons should scale to fit in urlbar

Page action icons current just render at whatever their real size is (up to some max I think?). We should make them scale to the same size as the stop/reader buttons are on this device (minus any padding inside the icon). Small icons will just look pixelated. Large ones downscaled.

Addon devs that want to go to the trouble of providing multi-resolutions can query the deviceDPI before making their pageaction.show call.
