Telemetry data indicates that users of the Khmer localization use the character encoding override relatively often compared to other localizations: https://bug906032.bugzilla.mozilla.org/attachment.cgi?id=796536 The Khmer localization sets the fallback encoding to UTF-8. For reasons given in https://developer.mozilla.org/en-US/docs/Localizations_and_character_encodings setting the fallback encoding to UTF-8 is generally a bad idea. Since there is no Khmer-specific legacy encoding, the best setting for the fallback encoding is probably windows-1252.
