Found in 07-18-branch build.

Steps:
1) Using Profile Manager, create a new profile.
2) Launch browser.  The News panel shows in the Sidebar, which is correct.
3) Launch Mail.  Buddy List panel shows in Sidebar; correct default panel for Mail?
4) Launch Composer, then in View menu choose My Sidebar.  Buddy List panel shows
in Sidebar; correct default panel for Composer?

In all apps except browser, the panel that displayed after profile creation was
the last panel in the list.  For Mail, IM, Composer, and Address Book, the last
panel happens to be Buddy List.  This is obviously correct for IM and Address
Book, but does not seem correct for Mail and Composer.
