Is there a way to push the legend or pad the legend so that it's always above the data points? Maybe increase the scale so there's always a decent amount of distance for the legend?

Let's not assign this to me until we know what we want to do. If it's even a problem. I'm inclined to say that it's the nature of graphs with legends that sometimes the legend is in the way of the graph.

I really don't think there's an nice solution to this. First of all, the graph is there to give you a visual "feel" of the state of versions. You can't hover over any points to get specific numbers at specific points. Even less, you can't click on a specific points for a special report. The way the legend behaves is, IMHO, very nice. It's tiny, tucked away and uses transparency so you can see any graph lines underneath it.

Just move the legend external to the graph. Check the documentation for flot, it's as easy as providing a DOM element for it. https://github.com/flot/flot/blob/master/API.md#customizing-the-legend
