[FTU] When there is no SIM Card the layout is broken due to navigation.

Scroll issue when there is no SIM.
When there is no SIM Card we skip several steps in the Navigation (for example '3G' step). However, when skipping, we are breaking the navigation bar, having a scrolling issue in the layout (check attachment)

This should be KOI due to currently FTU layout is broken when there is no SIM Card.

koi-. by default ,the page layouts correctly when navigating through FTU. This also only affects the "about Firefox OS" page, and not the other FTU pages. You have to manually pan the screen to get to the overflow layout in comment 0.
