Details

graphite-cache says [FAILED] when stopping/restarting a carbon-cache process even though it actually shuts down just fine:

$ sudo service graphite-cache --instance=e restart
Stopping carbon-cache:                                     [FAILED]
Starting carbon-cache: Starting carbon-cache (instance e)
                                                           [  OK  ]

Added a 90 second delay to graphite and graphite-cache init scripts as carbon-cache takes time to write out it's cache before stopping.
