Sync began assigning SCL2 nodes after an operational modification to the available_nodes database to reflect the proper Sync user count in graphs.  A node status set to downed and migrating is not sufficient to stop a given node from being assigned.  When capacity was dropped to 0, the SCL2 nodes stopped being assigned.  Users inadvertently assigned to an SCL2 node were then migrated successfully.

Bug 919764 has been opened to track removing the SCL2 nodes from the available_nodes database, which will ensure this does not reoccur.
