Description:
The time does not change when the user manually changes the month to one that will cause Daylight Savings Time to activate or deactivate.

Repro Steps:
1) Update Buri to Build ID: 20130922004001
2) Launch the Settings and tap Date & Time.
3) If the Set Automatically switch is on, tap it to turn it off.
4) Tap the date field and change the month to one that will activate (or deactivate) Daylight Savings Time.
5) Observe the time shown in the Time field.

Actual:
The time does not change when going from a DST-active month to a DST-inactive month and vice versa.

Expected:
The time changes when going from a DST-active month to a DST-inactive month and vice versa.

Yes, I was able to repro this on Leo 1.1 mozilla RIL.
