The webapp runtime should read the webapp.json file at startup and then close it, so that we can update it later.

This should work, I'll test asap.
I guess it'd be better to move this IO off the main thread, we can do it in another bug (it's not a straightforward fix because the getter is synchronous, we need to modify the callers).
