My bugzilla.mozilla.org e-mail preferences are set to never send me bugmail if the only change is in the CC list.

But today at 09:49am PDT, I received a bugmail for bug 811020 in which the only action is kbrosnan CCing himself to the bug.
kbrosnan made a comment private at the same time as the CC, which triggered the email.

looks like bugzilla needs to prune changes you don't have access to see before checking your email settings.
